The Montgomery Area Transportation Study process is carried out by the Metropolitan Planning Organization (MPO). The MPO serves as the official decision-making body for transportation planning in the Montgomery Urbanized Area.
The MPO Policy Board is supported by two advisory committees:
- Technical Advisory Committee (TAC/TCC): Coordinates and advises the MPO on technical matters related to transportation projects, plans, and programs.
- Citizens Advisory Committee (CAC): Advises the MPO from the general public’s perspective on transportation projects, plans, and programs.
While the MPO holds final authority on all transportation planning decisions, recommendations from the TAC and CAC play a critical role in shaping the planning process. The activities of both advisory committees are governed by the MPO.
MPO Governance and Agreements
The Montgomery MPO operates under a formal agreement governing the transportation planning process for the Montgomery Urbanized Area. This agreement includes Montgomery, Autauga, and Elmore Counties; the municipalities of Montgomery, Prattville, Millbrook, Coosada, Deatsville, Elmore, Pike Road, and Wetumpka; the Central Alabama Regional Planning and Development Commission; and the State of Alabama.

Metropolitan Planning Organization (MPO)
The MPO is the official decision-making body for the Montgomery Area Transportation Planning Process. It oversees how federal transportation funds are allocated within the study area. Responsibilities include the review and approval of all transportation plans, programs, and projects, as well as oversight of TAC and CAC functions.

Technical Advisory Committee (TAC / TCC)
The Technical Advisory Committee provides technical guidance to the MPO. The committee reviews transportation plans, programs, projects, studies, and reports and makes recommendations to the MPO.
The TAC also serves as a coordinating forum for agencies involved in the transportation planning process, including municipalities, counties, ALDOT, the Federal Highway Administration, the Federal Transit Administration, and other transportation stakeholders.

Citizens Advisory Committee (CAC)
The Citizens Advisory Committee is composed of 25 citizens from the Montgomery Area MPO Study Area. CAC members are appointed by the MPO voting members.
The CAC exists to encourage active public participation in the transportation planning process and to provide the MPO with the citizens’ perspective on transportation plans, programs, and projects.
